Diversity of gas supply to Poland in reference to the policy of “the state power energy until 2030” appears the priority.
The LNG gas terminal in the outside port of Swinoujscie shall be completed in 2014. At present the designs of particular objects, the report of the terminal’s influence on he natural environment and the application for building permission have reached their final stage. The reception and trials of the LNG terminal (outside port, discharge stand, on-shore terminal) will start in the beginning of 2014. By this time both LNG terminal personnel and other companies staff cooperating with the terminal (pilots, tug and rescue vessel crews etc.) have to be recruited and trained.
STCW Convention requires the LNG terminal staff to be trained on LNG simulators and cover practical training with the use of real devices. In order to train the LNG terminal staff and the staff of the cooperating companies (about 500 people without LNG vessels’ crews) the LNG simulator has to be purchased and launched at the Maritime University of Szczecin.
The LNG terminal service and operation require top class specialists both ashore and at sea. Instructing seafarers in Poland is based on international and EU regulations, which is the basis for setting in motion Polish legal acts regulating all the types of such activities. The fundamental legal act precisely defining the scope of education process and its objectives as well as determining the level of knowledge, skills and examination requirements for various courses and curricula of marine education is the International Convention STCW 78/95.
Due to the joined venture of MU of Szczecin and Polish LNG the high school and university students as well as maritime economy workers will be offered a new, attractive way of professional development, which means acquiring unique top qualifications of LNG specialists. They will have an opportunity to pursue their careers not only at sea as vessel crew members, but also as on-shore terminal service staff.
The LNG Training Center will consist of unique in Europe logistical combination of four up-to date simulators, that is:
- Navigational bridge simulator, already in use by the Marine Traffic Engineering Center;
- Dynamic positioning system – DP Simulator meant for vessel crews training in order to acquire the skills of precise berthing a LNG gas carrier to the terminal and discharging gear based on specialist devices for dynamic and precise positioning of moving objects.
- LNG technological simulator meant for training on-shore terminal staff that among other operational skills, will be specialists in transferring and storage of LNG gas. The simulator is to be provided by Polish LNG.
- The Simulator of loading vessels for transferring liquid cargo, GMDSS simulator, LNG Terminal Simulator in Swinoujscie designed for loading and discharging various types of liquid cargo vessels intended for students trained to become future LNG tanker crew members, managerial staff members responsible for the LNG transportation process, tanker personnel and officers complying with A-V/1 STCW 78/95 requirements.
The LNG European Training Center will enable training staff featured with unique qualifications providing for the needs of maritime economy and complying with the requirements of - STCW, SOLAS and MARPOL Conventions.
